First District assists governmental entities and nonprofit groups in the development and implementation of community/economic development projects. Applications are prepared and administered through many programs in order to implement various projects; some are listed below.

Community Development Block Grants (CDBG)
Grant funds are available to cities and counties, which may apply on behalf of other non-profits or units of government. Typical types of projects are water, sewer, fire halls, community centers, health care clinics, and rural water expansion projects. Funds are also available to local governments to assist businesses with the creation of new jobs. Funds may be used for infrastructure to serve the business. There is no application deadline currently.

USDA Rural Development / Rural Utility Services
Grants and loans are available to construct, enlarge, or improve community facilities; to construct, repair, or expand water and/or wastewater systems; or for private business and industry acquisitions, construction, modernization, equipment, machinery, start-up costs, and working capital. Loan and grant ratios and rates are based on ability to pay and median household income.

Economic Development Administration
Grants are provided to help EDA designated distressed communities/counties serve industry/businesses that generate long-term private sector jobs having a regional impact. The types of projects typically funded are water, sewer, and access roads inside industrial parks, and business incubator buildings. Designated counties that are currently eligible include: Hamlin, Clark and Roberts Counties. There are no specific application deadlines.

Consolidated Water Facilities Construction Program / Clean Water State Revolving Fund / Drinking Water State Revolving Fund
State grants and loans are available to assist with community infrastructure projects, such as drinking water systems, waste water systems, storm water systems, and lake and stream projects. Projects must be listed on the State Water Plan. Deadlines for Consolidated Water are January 1st, April 1st, July 1st, and October 1st of each year. Deadlines for Clean Water and Drinking Water are January 15th, April 15th, July 15th, and October 15th of each year.

State Water Plans
Technical assistance is provided to units of government, non-profits, lake associations, and rural water systems to list water, sewer, storm water, and lake and stream projects on the State Water Plan. In order to apply for certain state grant and loan funds, projects must be listed on the State Water Plan. Deadlines are February 1st, May 1st, August 1st, and October 1st of each year.

Small Cities Planning Grant (Department of Environment and Natural Resources)
Funds provided to communities of 1,000 or less in population to hire an engineering firm to develop engineering reports for specific water and sewer projects. There are no specific application deadlines.

Solid Waste and Recycling
Grant funds are available for the development of comprehensive solid waste planning and management programs. Funds are used for recycling projects, research, educational activities, planning, equipment purchases, construction and operation of recycling or solid waste management projects. Landfill and rubble site development and expansions are included. Deadlines are January 1st, April 1st, July 1st, and October 1st of each year.

Department of Transportation Community Access Grant Program
Grants are available on a competitive basis to local units of government with populations under 5,000 involving the upgrade, repair, or replacement of important local roads, such as roads to elevators, schools, hospitals, or the main central business district. Deadline is August 1st of each year.

Department of Transportation Industrial Park Grant Program
Grants are available to communities to provide street access to new and expanding businesses located within industrial parks. There are no specific application deadlines.
